This t-shirt is from the White Eagle Cafe & Saloon in Portland, Oregon. The White Eagle opened in 1905 and is one of Portland's oldest bars. The pub was once a hub for Portland's Polish immigrants, but is now known for it's nightly live music and vintage charm. The American psychedelic folk group the Holy Modal Rounders and blues performer Robert Cray cut their teeth performing at the bar and established the venue's live music tradition. It has since been renamed the White Eagle Saloon & Hotel and boasts 11 hotel guestrooms, each named after a Holy Modal Rounders song. The shirt features a large graphic of an eagle across the front, which remains the saloon's logo.

Tag says medium, but this shirt best fits a modern unisex adult small.

There are a few small spots at the bottom of the shirt, see pics.
