This bright yellow tee looks to be for the VT-10 training squadron of the United States Navy. This shirt features a comical graphic that depicts a youthful trainee riding along with a Naval Flight Officer. This shirt is from back in the 70s, when the squadron was still nicknamed the Cosmic Cats, a moniker that was later changed to the Wildcats, as it sounded more fierce.

VT-10 is responsible for NFOs after they graduate from their Naval Introductory Flight Evaluation, and for much of their existence, the squadron's main focus has been the safety of their instructors and students. They hold the motto, "if there is doubt, there is no doubt".

The tag says large but this shirt fits like a modern unisex adult medium. There are spots throughout, see pics.
