Atkinson took inspiration from silent comedy films and great physical comedians such as Peter Sellers in The Pink Panther, and he created a character that rarely spoke, but was comically clumsy and inept.

Atkinson began developing the character as he was studying for his master's degree, and he work shopped and developed the act throughout the 80s. It wasn't until after the first episode of the television series was produced that Atkinson actually gave a name to the bumbling character.
