This awesome shirt features a sweet psychedelic graphic celebrating something called Livingston Spring Weekend. It's very likely that this shirt was made for a series of spring concerts and events that used to be held at Livingston College, one of the residential colleges that used to belong to Rutgers University. Established in 1965, Livingston's campus was located in Piscataway, New Jersey before the school was eventually merged into the Rutgers School of Arts and Sciences.
While there isn't a lot surviving information surrounding Livingston Spring Weekend, there are several accounts from various years. There's evidence of alternative rock bands like Crossfire Choir and the Whirling Dervishes performing at the event in the mid 80s. There's also an article from 1990 in the Rutgers student newspaper The Daily Targum, which outlines some scheduled activities for Livingston Spring Weekend. Some of the festivities that year included a "Gong Show" talent competition, a fireworks display, and a concert from Bob Marley's old band, The Wailers.
